On December 23, 2020, the signing ceremony of the Memorandum of Understanding (MOU) among the National Olympic Committee and National Paralympic Committee of Afghanistan, Fukuoka prefecture, and Omuta city about facilitating pre-games training camp for the Afghan athletes expected to compete in the Tokyo 2020 Olympic and Paralympic Games next summer took place in Omuta city, southern Japan. The ceremony was attended by Ambassador of Afghanistan to Japan; Dr. Bashir Mohabbat, Vice Governor of Fukuoka prefecture; Akie Omagari, Mayor of Omuta city; Seki Yoshitaka, Second Secretary of the Afghan Embassy in Japan; Nasrullah Rozbeh, representatives from relevant government agencies of Omuta city, and members of media outlets.
Discussions between the Embassy of Afghanistan in Tokyo and relevant parties in Fukuoka prefecture and Omuta city about hosting the pre-games training camp for Afghan athletes in Omuta began early this year and the decision to pursue this MOU was finalized in November 2020. Ambassador Mohabbat signed the MOU, on behalf of the National Olympic Committee and the National Paralympic Committee of Afghanistan, with the Vice Governor of Fukuoka Prefecture and Mayor of Omuta city. This MOU sets the framework for closer collaboration between parties to hold pre-games training camp for Afghan athletes in Omuta city and will facilitate cultural exchanges between Afghanistan and Fukuoka prefecture.
During the ceremony, speeches were delivered by Ambassador Mohabbat, Ms. Akie Omagari, and Mr. Seki Yoshitaka. In his remarks, Ambassador Mohabbat highlighted the historical relations between Afghanistan and Japan, appreciated Japan’s assistance and immense contribution to reconstruction and development of Afghanistan over the past 19 years, and stated that “the signing of this MOU is another important step towards further strengthening ties between Afghanistan and Japan and expanding cultural exchange and people-to-people contacts between the two countries.”
مراسم امضاء یادداشت تفاهم میان کمیته ملی المپیک و کمیته ملی پارالمپیک افغانستان، ایالت فوکوکا، و شهر اوموتا در مورد میزبانی تمرینات پیش از رقابت های المپیک و پارالمپیک ۲۰۲۰ توکیو برای ورزشکاران افغانستان که قرار است در این رقابت ها اشتراک نمایند، به تاریخ ۳ جدی سال جاری در شهر اوموتا-جاپان، برگزار گردید. داکتر بشیر محبت، سفیر افغانستان در جاپان، خانم آکیاو اوماگاری، معاون والی فوکوکا، و آقای سیکی یوشیتاکا، شهردار شهر اوموتا، آقای نصرالله روزبه، سکرتر دوم سفارت افغانستان در جاپان، نمایندگان ادارات ذیربط دولتی شهر اوموتا، و اعضای رسانه های جاپانی در این مراسم اشتراک نموده بودند.
گفتگو ها در مورد این یادداشت تفاهم میان سفارت افغانستان و مسئولین ایالت فوکوکا و شهر اوموتا در اوایل سال ۲۰۲۰ آغاز گردیده و بعد از هم آهنگی با کمیته ملی المپیک و پارالمپیک کشور در ماه نوامبر نهایی گردید. سفیر افغانستان در جاپان این یادداشت تفاهم را به نیابت از کمیته ملی المپیک و پارالمپیک افغانستان با مسئولین ایالت فوکوکا و شهر اوموتا امضاء نموده است. این تفاهم نامه چارچوب همکاری میان طرف ها در زمینه میزبانی و تسهیل تمرینات در شهر اوموتا برای ورزشکاران افغانستان پیش از رقابت های المپیک ۲۰۲۰ و توسعه تبادلات فرهنگی میان افغانستان و ایالت فوکوکا را، مشخص مینماید.
سفیر افغانستان در جاپان، معاون ایالت فوکوکا، و شهردارد شهر اوموتا در این مراسم سخنرانی نموده و امضاء این تفاهم نامه را نشانهی اراده قوی طرف های آن برای توسعه همکاری های فرهنگی میان افغانستان و ایالت فوکوکا عنوان نمودند. سفیر افغانستان ضمن اشاره به روابط تاریخی میان افغانستان و جاپان، از همکاریها و سهم ارزنده این کشور در بازسازی و توسعه افغانستان در جریان دو دهه گذشته ابراز امتان نمود. او همچنان افزود که امضاء این تفاهم نامه گام مهمی است که در راستای توسعه بیشتر روابط دوجانبه و گسترش تبادلات فرهنگی و روابط مردم-با-مردم میان افغانستان و جاپان برداشته میشود.
