JOB DESCRIPTION FOR PUBLIC RELITIONSHIP AFFAIRS’ OFFICER 

 While maintaining the highest standard of professionalism required for a member of an embassy and consulate, native speaker of Japanese (with Keigo fluency) and proficiency in business English, the Public Affairs’ Officer shall lead the day-to-day operations of the Embassy, Managing the Embassy’s Web site, Writing and editing all of the Ambassador’s speeches and presentations; assisting with other staffs’ speeches and presentations facilities, Advertising for recruiting, and managing schedules of intern and volunteer staff. This support will include but not be limited to:

General Public Affairs Duties

  1. Writing and editing all the H.E Ambassador’s speeches and presentations; assisting with other staffs’ speeches and presentations when applicable;
  2. Keeping an archive of the Ambassador’s speeches, writings, and interviews in both English and Japanese;
  3. Writing and editing any Press Releases and Memos requested by the Ambassador, Afghan MoFA, or the President’s Office; 
  4. Creating and supervising the development of PR materials; 
  5. Working with the accounting section on the production of PR materials; 
  6. Working with the H.E Ambassador’s secretary and other sections when necessary on the distribution of PR materials;
  7. Answering inquiries from journalists and the public; 
  8. Preparing H.E the Ambassador and any other related Embassy staff for interviews and other PR events;
  9. Developing and maintaining good relations with the media; 

Web Site Duties

  1. Managing the Embassy’s Web site, including creating new content and updating existing content both in English and Japanese, and working with Afghanistan MoFA and relevant sections of the Embassy to ensure that their departments are represented on the site as needed;
  2. Coordinating with the volunteer web programmer for major revisions to the site; 

Internship Supervision

  1. Advertising for, recruiting, and managing schedules of intern and volunteer staff;
  2. Coordinating with other local staff for the training of interns;
  3. Assigning tasks to interns and providing guidance and feedback when necessary;
  4. Providing interns’ reviews and other documentation requested by their universities;
  5. Making sure that interns follow Embassy rules and professionalism standards;
  6. Creating and maintaining intern support materials as needed;

Events

  1. Supporting Embassy events by scheduling intern/volunteer staff as necessary; 
  2. Coordinating photography, and creating and operating video/audio support when necessary;
  3. Serving as Master of the Ceremony when requested; 

Other Duties

  1. When H.E Ambassador’s secretary, Accounting Section Assistant, and Social Secretary
  2. are not available, preparing and serving tea to the Ambassador and his guests during meetings; removing the tea cups after guests leave;
  3. Accomplishing extra assignments by H.E. the Ambassador in a timely manner;
  4. Managing PR-related equipment (cameras, voice recorder, etc);
  5. Providing daily news story summary from Japan and other areas where the Ambassador serves as non-resident Ambassador;
  6. Creating reports for Kabul, either in conjunction with the Political Section or alone, on issues of interest/importance;
  7. Coordinating with officials of other Embassies on how to increase Japanese support/opinion of Afghanistan; work towards implementing actions decided upon;
  8. Representing the Embassy at functions that the Ambassador requests;
  9. Creating records related to staff meetings including agendas and summaries;
  10. Taking care of all library-related issues.

Notes:

  1. Work begins at 09:00hrs and ends at 17:30 hrs. unless otherwise arranged. 
  2. Lunch is to begin at 12:00 hrs. and end at 13:00hrs unless other arrangements are agreed to; when taking lunch, the Employee is requested to ensure that other Japanese speakers are available to answer phone calls.
